Released on February 26, the report was collaboratively prepared by the Senate committees on health and demography, public order and dangerous drugs, and finance. Senators Bong Go, Ronald dela Rosa, Sonny Angara, JV Ejercito, Jinggoy Estrada, Mark Villar, Lito Lapid, Raffy Tulfo, Ramon Revilla Jr., Aquilino Pimentel III, Joel Villanueva, and Grace Poe have affixed their signatures to Senate health committee report 210.
While Go, Villar, and Revilla expressed support with reservations and pledged to propose amendments during interpellation, Estrada, Pimentel, Poe, and Villanueva signed with the intent to interpellate for potential amendments.
The proposed legislation aims to permit licensed physicians to prescribe medical marijuana for the treatment or alleviation of debilitating diseases. Additionally, it legalizes marijuana as a pharmaceutical product, allowing cultivation and manufacturing for research and development. Dispensaries would be authorized to sell medical marijuana products in various forms, including edibles, pills, oil, tinctures, flowers, topicals, and inhalers.
Importantly, the bill also addresses non-medical use of marijuana, imposing penalties for recreational activities such as smoking.
